After the Civil Registration Office in Tabriz refused to issue an identity card for a child named Volkan, the child's father, Rahman Azermirad, is continuing the legal process.

On May 12, the 23rd branch of the Tabriz General and Legal Court ruled that the name "Volkan" was considered a foreign name and had no connection to Iran or Islamic culture, rejecting the family's request.

Rahman Azermirad appealed the initial court decision to the Appeal Court. However, the Appeal Court also ruled that the claim of Volkan's parents was invalid, based on the same argument.

The 11th branch of the Appeal Court in East Azerbaijan province upheld the initial court's decision. As a result, the Azerbaijani family from Tabriz has been denied the ability to obtain an identity card for their 5-month-old child. In Iran, children without an identity card are deprived of social services, including medical insurance.

The Iranian government's interference in citizens' choice of names for their children has led to similar problems for many parents who have chosen Turkish names for their children in Iranian Azerbaijan and other regions with significant Turkish populations.
